The main component of KCIT is OntoRoot Gazetteer which is published as a GATE plugin named Ontology-based Gazetteer.
The source is available with the latest GATE distribution, and the documentation is published under GATE User Manual.
The CA Manager framework, including the Annotation UI and its documentation is available as open source on SourceForge at the following address: http://sourceforge.net/projects/scan-ca-manager/
